I don't see why it wouldn't work. It's basically setup universal due to the screws/mounting plate.
The holes at the top of the clutch/brake pedals are where the screws go. It looks like it'd be held on the back by the silver metal piece pictured below. Looks like it'd just sandwich over your stock pedal. Maybe contact them to see if they'll give you the size of them. That'd be the only thing to probably worry about. I don't know if they'd cover the whole pedal. The last civic it says it works with is the 2005. I don't know how it's changed in size since then.
