Not that I am aware of. It should be perfectly ok to use slot 23 with a 7.5amp fuse in the expanded circuit. That way the wiring is protected with the correct fuse and your leds would be protected as well.

What the heck type of LEDs are you running that are drawing 10 amps? Are these LED strips or are they LED fog/driving lights? Is it a light bar? Cause if it is that type of light you need to NOT try and run it off a small interior fuse.
You should use the interior fuse to run an ignition power on switch to a proper relay and power the light bar off the battery.
