headlights cleared up big time! If you could, ask him if he ended up coating them with a UV block on the headlights after he cleared them (and what product was used). A number of companies sell UV block products, and you'll need to keep reapplying every 6-12 months or so (depending on brand)...
I would at least reach out to enkei before doing anything like powder coat. There are posts online claiming they void your warranty if you powder coat the wheels. They claim the process of stripping and heat treatment for powder coat can prematurely age and weaken the wheel.
it would probably help to know what make/model the sway bar is so you can have the correct bushings/brackets etc. Does the bar have any markings on it, ... is it that color gray like the progress? There are a handful of companies that make sway bars, so it could be something else? Although...

Grab a multimeter and unplug the low beam wire plug from the bulb. Turn the car on, or the key into a position where you can see the high beams are functioning and then turn the low beam headlights to on. Run a multimeter to the low beam plug and see if you’re getting power. If you’re not...
