Is this normal?

Hi, so I'm trying to find a 2013 SI and around where I live it's not very easy. I've only been able to test drive one so far and I had to drive 2 1/2 hours to do it. The one that I test drove had some issues that I didn't want to inherit including a weird line of bubbled paint running down both sides of the car. At the time, I assumed someone had put skirts on it and then just yanked them off when they sold it, but I've now seen several cars online that have exactly the same kind of damage. I'm now wondering if this is just something these cars do. I know of SIs having paint issues, but I've never heard of this before and I can't find anything with Google. Here's a pic showing what I'm talking about taken off of an online ad.

Yeah that looks like what I am talking about. Why do they come like that? It legit looks like damage lol. I've seen loads of pics online that you can't see it so I thought those didn't have it.

it is a rock guard coating for the bottom paint, when the tires kick up rocks and hit the bottom. it is there to prevent rock scratches and rusting

Now I have to go look if mine has this too lol.

A lot of pickup trucks do this from the factory for the reason Freggie mentioned, this is the first I'm seeing this application on a regular car though.
