17x8 +45 won't be very flush. It's a great size but you may not get the look you want. You can get a very good looking wheel and definitely within your budget. Also a 17x8 is a great size for your stock tire. You can even bump up to a 225 width once they are worn out and get more grip if you wanted to.
The H&R spring is great. A very nice drop and everyone has said the ride is pretty good on the stock struts. The springs are about 10% stiffer than stock to help compensate for the drop.
Since you've got about $1000 to work with....
H&R springs: $225-ish +$50 shipping to 33133(Miami? close-ish) total: $275
That leaves you with $775 for wheels and you need to leave a little bit for getting the tires pulled off your old wheels and put onto your new ones.
Take a look at the XXR wheels. They are pretty budget friendly and have some great sizing options and looks. They are a bit on the heavy side and the fit&finish is not what you would get out of a Volk or CCW. That said, my wife has a set on her car and I think they are a decent wheel.

A set of 4 will run you $528 + about $70 in shipping to Miami which comes to just under $600 for wheels. Leaving you $175 of your budget to get lug nuts, hubcentric rings, and pay for mounting/balancing, tpms switchover, and any little bits you might need.
