I think the point could be made without the dig at ACA. Malpractice will happen with or without it.

humor error will always exists in medicine. Ask anyone who works in a hospital how many errors take place. Unfortunately, some cost the patient their life.

I think they're bringing in the obama-care because of the belief that the quality of our medical field will become sub standard, due to doctors/nurses/lab-techs/etc. , not feeling like they're making enough money.
