It is pretty much a garage door rubber sealant. But it does make a car look more 'stylish' and is a cheaper alternative to a front lip kit. You can probably get it at Home Depot for a lower price (Garage rubber sealant & 3m tape).

as dar-dar said, it's actually what a lot of people call the "home depot lip". It's essentially a garage door rubber strip. A lot of users buy those for like ..$10? or so and they look essentially identical to that.
