my understanding... if 2 people voted on the poll -

1 person votes choice #1 and #4
2 person votes on choice #1

it would actually hold #1 choice to 100% since 2 out of 2 voted that way. The # 4 choice would sit at 50%. That is until the next person voted. The total of the votes itself will not equal 100% with multiple choice voting allowed.

it's multi-selection ....it's a box instead of a circle. If it were a circle you could only choose one. Because it's a box you can tick multiple at once before clicking the "vote" button
