UAE Headlights by DEPO - Can't Aim?

So I purchased a set of UAE type projector headlights, these made by DEPO, and after installing them (all tabs are aligned up to their correct location) I try to aim them but they top out and beam is still lower then it should be. The other problem I have with these is that even though the projector beams are even, the high beam on the drivers side is a good 6 inches higher then the passengers (bulbs are seated properly), even when I aim the passengers projector to be slightly higher then the drivers side, the drivers side high beam is still noticeably higher then the passengers. As far as I can see there is only one place on the headlight to put a screw driver and aim it. Besides having a $hitty set of lights am I missing something??? I paid ~ $25 more for the depos then the other off brand in hopes of getting a better product.

There should be a screw that lets you raise them up/down. The passenger side should be higher than the drivers side. It's to avoid blinding oncoming traffic. You should have a "stair step" that goes up to the right side. The drivers side stair step should match into the passenger side stair step. It should look like this -

Yeah, mine look like the pic above, just can't get them high enough. On that same garage, mine would be at half that height.
