to rotate tires

2013 Civic SI has no direction mark, right? so rear tires go to front opposite positions and front tires go to rear?
for wheel lock nut, does the key fit a 19 mm socket?

That would be A 19mm or a 3/4" both the same.
As far as how to rotate, it's easier to just rotate same side front to rear, unless your roads have a high crown. (Like Iowa)

so 19 mm socket plus a long handle torque wrench should work.
as for rotate , since this is required at most once a year, a bit more effort really does not matter. I just want to confirm the stock tires on a civic si is non-directional or not. I did not find the rotation marks on the tires, but just to be sure.
or is there a reason to disregard the guidelines on the manual?

I can't help you on direction(I don't have a Si).
Don't use a torque wrench for removal's, just for tightening.
5000 is the rotation interval.
The issue with cross rotation is getting the car off the ground, and the safety of supporting it while in the air.

there should be a way to work around. or to keep the car entirely off the ground, use a pair of jackstands to prop the front end, use the floor jack and scissor jack for the rear ends: the scissor jack is intended for wheel work anyway.
First put the tires to their target positions, tighten the nuts only a little bit. Lower the car to the ground, then take turns to tighten the wheels: use scissor jack to lift a wheel off the ground and tighten all its nuts, then move on to the next.
Is there a problem with my plan? any advice is appreciated.
