Flaking paint

I apologize in advance if I posted this in the wrong section, couldn't find one specifically for paint. Anyway, I was looking at my car today and found my paint flaking around the tailight area. Wondering what could have caused this or if it's just a paint defect?

any honda dealership would work. Doesn't need to be the one you bought it from
