C pillar seat belt locked

Ok long story short, I took out the back part behind the rear seats and thought the seat belt screw connects with the sound system(Yeah, dumb move.....) So now I got the seat belt that wont extend all the way where it is supposed to be. Any help is appreciated. I attached pictures in case people didnt know what I am talking about

if you'd start your car / take your foot off the brake / release the e-brake.... does it allow the belt to extend then?
