$11k is not bad at all for 2 weeks. When we went last year in July, flight alone was $1,800 a person in the peasant seats but picked our own seat, which cost a little extra. The hotel in Tuscany and Amalfi Coast were $350ish a night(6 nights total). Can't remember the cost for the Rome hotel...
You would be amazed at how much the prices go up when you have a travel agent that sets up all the trips, activities, transportation and food/restaurants. Some people don't mind paying for the "you plan it and I'll pay it" approach to travel.
